Nantucket CPO recommends Jetty's Beach lease to sole bidder Sandbar Act LLC

Other Committee · Meeting of April 8, 2026

Nantucket's chief procurement officer recommended awarding the Jetty's Beach concession lease to current operator Sandbar Act LLC following a sole-bid RFP review. Brian Turbett, director of municipal finance and the meeting's sole authorized committee member, scored Sandbar Act's proposal "highly advantageous" across all four evaluation categories — plan of services, quality control, experience, and references — after Deputy Procurement Officer Cindy confirmed the bid met all minimum criteria. The five-year lease, running January 1, 2027, through November 15, 2031, carries a total base rent of $1,133,824, roughly $450,000 above the RFP minimum, with annual revenue-share percentages on gross sales above $1 million ranging from 7 percent in year one to 8 percent in year five, against a 5 percent floor.

Turbett said a written recommendation report will be posted to the town's website and forwarded to the Select Board for final award.
