Nantucket Coastal Panel Hears Briefings on Six Town Meeting Resilience Articles

NANTUCKET -- April 28, 2026, Nantucket's Coastal Resilience Advisory Committee heard briefings on six town meeting articles days before voters decide on stormwater regulation, geotube licensing, harbor dredging, and mandatory flood insurance program compliance. Stormwater Manager Charles Johnson presented Article 71, which creates a management bylaw and utility framework, but no fees yet, noting other Massachusetts towns average seven to ten dollars per month once fees are set. Parks and Recreation Manager Charlie Palaccio described Phase Two of the Tom Nevers debris removal, targeting buried foundations and old asphalt before erosion exposes them on the beach. Sustainable Programmes Manager Vince Murphy outlined the terms of a proposed land license for the Baxter Road geotube expansion under Article 73, including roughly $2.4 million in escrow for geotube removal, more than $6 million for sand nourishment, and $500,000 for road maintenance, calling it a "$0 license agreement" for the town, while noting the alternative access project is estimated at $24.1 million and climbing. Coastal Resilience Coordinator Leah Hill warned that a no vote on Article 42, a mandatory National Flood Insurance Program bylaw update, would strip between 200 and 300 Nantucket policyholders of federally backed flood insurance and jeopardize floodplain mortgages. The Land and Water Council's representative, RJ, spoke in public comment against Article 73 as too vague and lacking a sunset clause, while Deanne noted voters will be asked to approve a license that neither party has yet signed.
