Nantucket Board of Health Trains on Law, Takes No Votes

Nantucket Board of Health gets a crash course in state health law, with no votes on town business. In a special training-only meeting Jan. 8, the board heard from Cheryl Sabara, executive director and senior staff attorney of the Massachusetts Association of Health Boards, and Mike Hugo, MAHB's director of strategy and government relations and a former Framingham Board of Health chair. Sabara said courts give boards broad deference on nuisance and enforcement matters, citing a Cumberland Farms flavored-tobacco case out of Yarmouth.
Hugo detailed new statewide standards under "SAFE 2.0," including an annual compliance report due Aug. 31 and possible loss of state funding for noncompliance, calling it "a whole new world for local boards of health." Nantucket already participates in a regional cross-jurisdictional collaborative with epidemiologists Leah Hamner and Patrick Roden-Reynolds tracking tick-borne disease across both islands. The board's only formal action was a unanimous roll call vote to adjourn.
